My PHP 7.2, 7.3 and 7.4 builds use OpenSSL 1.1.1, just like the official builds. I also have a special build of PHP 7.1 with OpenSSL 1.1.1.
All other builds use OpenSSL 1.0.2 (fips), while php.net used OpenSSL 0.9.8 for 5.3 & 5.4, OpenSSL 1.0.1 for 5.5 & 5.6 and OpenSSL 1.0.2 for PHP 7.0 & 7.1. Be careful with mixing my extensions with the official binaries.
Beware: the TS versions of PHP 7.0 and PHP 7.1 are "broken", in the words of the PHP 7.1 release manager. More info: https://www.apachelounge.com/viewtopic.php?p=36139#36139
OpenSSL 1.0.2 and every PHP version below 7.2 are out-of-support and will not receive security updates anymore. Use at your own risk.
